Warrants issued for suspects in driver’s license scam

Boulder police have issued arrest warrants for two men
believed to be involved in a scam that targeted undocumented immigrants seeking
to obtain U.S. driver’s licenses illegally. There are 15 known victims, but
detectives believe there may be more who have not yet come forward.

Police are investigating two different incidents beginning
in May 2011 in which some of the suspects allegedly posed as employees of the
Colorado Department of Motor Vehicles. Police say the suspects promised to
provide real driver’s licenses to the victims through the DMV. None of the
victims ever received a license, police say, and the suspects allegedly stole
the victim’s money.

On May 31, a female suspect named Jocelyn Vega-Arambula, 19,
was arrested on suspicion of theft, conspiracy and impersonating a public
servant for her alleged role in the scam that took place in May, according to
police.

The two male suspects allegedly worked with Vega-Arambula,
and police are asking the public for help in locating the men.

The suspect on the left is Ivan Francisco Sevilla-Morales,
23. He is described as a Hispanic male, 5’05” tall, 150 pounds, with black hair
and brown eyes. He is a transsexual who also goes by name of “Jessica.” He also
uses the names “Ivan” and “Francisco.”

The suspect on the right is Enrique Pinzon-Garcia, 25. He is
described as a Hispanic male, 5’6” tall, 140 pounds, with black hair and brown
eyes. He uses the aliases “Kiki” or “Quique.”

Both men face possible charges of felony theft and
conspiracy in connection with the May incident. Pinzon-Garcia faces an
additional charge of identity theft because he is suspected of using a
fraudulent social security number at his workplace. Bond has been set for each
suspect at $10,000.

Police suspect both Pinzon-Garcia and Sevilla-Morales of
involvement in a similar driver’s license scam that took place on Nov. 3.
Police say in that case, a third male, identified only as Raul or Eric, is
believed to have posed as a DMV employee and promised driver’s licenses to
victims in return for $1,000, which the suspects allegedly stole.
